Allow a User to modify permissions for other Users
There are two permissions necessary to allow one user to change user access permissions for other users:
User Access Levels
Navigate to Administration ➤ User Access Levels and open the user who you want to enable to edit user permissions.
On the System Access tab, scroll down until you find the Administration ➤ User setting and verify there is a mark in the Allow column only.

Modify User Security
On the Personal Info tab, check the Modify User Security setting.
Click OK to save the User record.
